This study empirically analyzes factors affecting Korean citizens' participation in the climate movement, including their values, government policies, and climate change effects. The analysis found that citizens with materialistic values were more passive in participating in the climate movement, while those with higher levels of policy literacy tended to be more active participants in the climate movement. Thus, citizens do not participate in the climate movement based on their dissatisfaction with values, government policies, or their degree of recognition of the seriousness of solving climate change problems. It is believed that most citizens participating in the climate movement are doing so to express their critical opinions related to the government's climate change policies.
