ISSN 2671-9274 Vol.7 No.7 / october 15 2019 Research Briefs KEI improving effectiveness of strategic environmental impact assessment (seia) in agricultural water rescource development planning:width an emphasis on conjunctive use of groundwater-surface water writing. kyoung-ho kim, jong toon park, who seung lee, jun yeong an, ji yeon ha water resource planning aims to achieve optimized water us incorporating environmental and sustainability considerations and thus, the planning process can be improved by applying strategic environmental impact assessment (seia) as a strategic decision-making tool.in the agriculture sector in south korea, most of the water resource plans for irrigation purpose have been set through the seia process, but they have often attempted to implement a dam(reservoir) construction project that has a signif-icant socio-ecological impact on the planning area such as alteration of the physical, chemical and biological conditions of river systems. ◆ this study assesses seia characteristics as well as overall environmental impacts along width the water resource planning process by analyzing their seia reports from different six cases of reservori development, and results in lack of influence of seia on the decision making process due to its focus on assessing and miti-gationg the potenial impacts of a predetermined plan . it is thus suggested that some institutional changes are needed to sue the sea tool during the plan development in order to improve sea quality and achieve strategic plan objectives. ◆ additionally, this study suggested on alterna-tive of water resource development as the con- 01 kei research briefs
