Carbon neutrality policy research
The purpose of this study, which was planned with the launch of the 「NRC Carbon Neutrality Research Group」 of the National Research Council, is to discover and support carbon neutral policy tasks and implementation plans, including policy proposals from the perspective of integration and linkage for the realization of carbon neutrality. The main contents of this study are current issues by sector, policy alternatives to build a foundation from the perspective of great transformation, and major practical implementation plans.
In this study, the main issues are summarized; the problem of preparing for the impact of the labor market for a just transition, the problem of realizing a carbon-neutral city that goes beyond individual buildings, the problem of normalization of electricity rates, the problem of establishing a carbon price system, and the successful implementation of the 2030 NDC.
Policy tasks from the perspective of infrastructure inspection and construction were presented; stable system integration of renewable energy(reestablishment of operating standards for electric power system, sector coupling to establish an integrated energy system), improvement of electric power market operating system and structure(reorganization of electric power wholesale/retail market), energy price system and electricity price reform(step-by-step conversion of the overall cost system, independent regulatory agency operation), energy tax and carbon tax reform(revision of non-taxation/reduction exemption system), industrial reorganization (closely promoting a carbon-neutral roadmap in th
