Ⅰ. Introduction
1. Background and Purpose of the Research
o Background
ㅇ If greenhouse gas emissions continue to increase, the global average temperature is expected to rise approximately 5.7°C by the end of the 21st century. High temperatures and heat waves will increase across East Asia, including in Korea, and extreme weather events, such as heavy rains and floods, will intensify and become more frequent.
ㅇ Even if carbon neutrality is achieved, losses may still occur due to our limitations and nature’s ability to adapt to a global average temperature that is higher than at present.
ㅇ Efforts are underway to identify the policy issues and causes of insufficient responses to the risks of climate change and to prepare a broad and comprehensive adaptation strategy. Thus, it is necessary to expand our knowledge of climate risk management and adaptation decision-making at the policy level.
ㅇ Sufficient adaptation information is needed to determine the most effective adaptation options and for rational distribution of resources with a focus on the areas and sectors with the most urgent need. Therefore, scientific policy tools and information-sharing platforms must be established for this purpose.
o Purpose
ㅇ This research aims to support climate risk management in the carbon neutrality era and the preparation of mid- to long-term adaptation strategies by developing a climate risk and adaptation assessment system to quickly evaluate risks and review adaptation measures.
