Ⅰ. Background and Aims of Research
oThe importance of carbon neutrality to cope with the climate crisis is being emphasized worldwide and countries around the world are working to become carbon neutral.
ㅇAlong with carbon neutrality, important issues in Korea include local population decline and local extinction.

oMegacities have been recognized as contributors to balanced national development through regional development.
ㅇExchanging necessary resources, manpower, and capital between regions through megacities can be a solution to address population decline and local extinction along with strengthening regional competitiveness.
ㅇThe structure of the megacity system for carbon neutrality has various possibilities to secure policy efficiency through strengthening urban functions, strengthening industrial competitiveness, and sharing functions.

oThe symbiosis of carbon neutrality and economic prosperity through a circular economy will be a crucial key. To achieve this, it is essential to formulate and implement circular urban strategies across various sectors, seeking the transition from a linear economy to a circular economy.


oThis study, as an annual task, outlines directions for establishing and disseminating circular cities targeting the Busan-Ulsan-Gyeongnam and Chungcheong megacities, taking into account energy transition and resource circulation. This builds upon the previous first-year project, “Circular City Expansion Strategy for MegaCity Considering Balanced Development and Carbon Neutrality (Ⅰ).”

Ⅱ. Domestic and International Status and Cases
oThe Special Act
