1. Background of the research
oIncrease in the local transfer of environmental impact assessment authority due to the establishment of special laws for local governments
ㅇ The “Special Act on the Establishment of Gangwon Special Self-Govering Province and the Creation of a Future Global City” has been completely revised, containing provisions for transferring the authority of environmental impact assessment for target projects to the Governor of Gangwon Province.
ㅇ North Jeolla Special Self-Governing Province has passed the “Special Act on the Establishment of North Jeolla Special Self-Governing Province” and is seeking to transfer environmental impact assessment to the province, while North Chungcheong Province is promoting the “Special Act on Support for Landlocked North Chungcheong Province“ with a reduced intention to assume environmental impact assessment authority.
oConcerns about development-centric policies for transferred environmental impact assessments
ㅇ Transferred environmental impact assessments may face limitations in environmental management due to development-oriented policies prioritizing regional economic interests.
o Increasing demand for the improvement of the domestic environmental impact assessment system
