Best management practices of troublesome soil contaminated sites
Many soil contaminated sites located underneath of roads, railroads and other socio-infra facilities exist in Korea. The current remediation methodologies defined in ‘Soil Environmental Conservation Act(SECA)’ can not properly cover the technical, physical, and economical demands of potentially responsible parties(PRPs) of soil contaminated sites. These results in serious difficulties of remediation of privately owned soil contaminated sites located underneath of roads, railroad and others socio-infra facilities. Evaluation and broaden scope of the risk assessment(RA) of SECA were approached to cover the soil contaminated sites owned by private PRPs’ located underneath of roads, railroad and others socio-infra facilities. Flexible remediation methodologies and management practices after RA of the contaminated sites regarding above conditions are also evaluated. Broaden scope of the RA of SECA for soil contaminated sites located underneath of roads, railroad and others socio-infra facilities is possibly accepted under the principles of law under the conditions of facilitation the monitoring system, remediation fund deposit by PRPs, managing the clearing house of contaminated sites for the purpose of remediation of the soil contaminatedsites at the next land-use stage. Presidential Order article 11.2, Ministerial order article 19.3 and 19.4, and Ministerial guidelines for risk assessment and remediation methodologies for the contaminated sites were proposed.
