Ⅰ. Background and Purpose of the Study
o The European Union (EU), United States (US), and several other countries around the globe have begun preparations to transition their chemical and pollution management systems into one that can ensure both safety and sustainability in an effort to successfully respond to overall environmental and socioeconomic changes, such as the rapidly accelerating climate crisis, pandemic outbreaks, and the push for carbon neutrality.
ㅇ To respond to these changes in today’s world, this study closely analyzes policy and research trends abroad to prepare a Safe and Sustainable Chemicals (SSC) management system that is applicable inKorea, and explores directions in pollution reduction policies by medium, which would need to be linked with new chemical management.

o SSC Policy Trends Abroad
ㅇ European Union
- The EU is currently implementing the action plan of the Chemicals Strategy for Sustainability (CSS) under the leadership of the European Commission (EC).
- In December 2022, an assessment framework for chemicals to be Safe and Sustainable by Design (SSbD) was recommended. This framework consists of a new design and assessment phase, and is to be amended as necessary until 2025.
- Key performance indicators are used to monitor the transition to SSC production. Five indicators are currently listed and 7 are additionally proposed. Steps are currently being taken to clarify the definition of SSC to be used for the indicators.
