A Study on Environmental Impact Assessment Method for Livestock Housing Construction Plan Considering Prevention of Livestock Epidemics
Ⅰ. Need and purpose of research
o Upon the outbreak of livestock epidemics, the virus can spread in and out of livestock housing and the same livestock species within a certain radius can be included in the target of destruction. The treatment of carcasses causes environmental problems. The Ministry of Agriculture, Food and Rural Affairs has implemented special quarantine measures with related agencies to prevent the spread of diseases, such as African swine fever (ASF), but it is not easy to control them. It is more important to prevent livestock epidemics than post-treatment. Since intensive support for all livestock facilities is difficult due to the conditions of the central and local governments, it is necessary to prepare measures so that livestock facilities can be installed at locations that can minimize the occurrence of livestock epidemics over the long term. Over the short term, a strategic approach that examines the possibility of livestock epidemics at planned livestock housing locations and strengthens facility installation and management measures in areas with high possibilities is required.
Meanwhile, the environmental impact assessment system is one of the major legal procedures to examine the validity of the locations of development projects, appropriateness of plans, and proper facility installation and management plans. The assessment of livestock facility construction projects has been focused on odor and livestock manure treatment plans that affect residential facilities, and the issue of livestock diseases has not been considered. Since the destruc
