A Study on Legislation for Location Planning and Efficient Regulation of Offshore Wind
1. Need and Purpose of the Study
o Conflicts arising from the promotion of private-led offshore wind power are expanding, and there is a growing need for location planning for such developments.
ㅇ Many regions are facing challenges in promoting offshore wind power projects due to developer-led site selection, ambiguous methods of obtaining the social acceptance of stakeholders, and complicated licensing procedures.
ㅇ Although the government has proposed bills for location planning, the system has been unsuccessful due to disagreements between ministries and insufficient measures to secure acceptability.

o This study aims to develop a bill that establishes location planning of offshore wind power and improves regulatory efficiency.
ㅇ The study suggests establishing the roles of government and local authorities in planning, regulating the developer selection process based on bidding, and unifying licensing procedures. The study also presents methods to obtain stakeholder acceptance, including defining the timing and content of stakeholder engagement.
ㅇ By reviewing foreign laws and consulting with stakeholders such as industry, fisheries, and civic organizations, this study aims to develop a bill that can be agreed upon by a diverse range of stakeholders and contribute to future legislation.

2. Results
o Based on domestic case studies, stakeholder interviews, and comparisons of the Danish, Japanese, and Taiwanese systems, this study proposes a tentative bill for offshore wind power location planning and regulatory efficiency. The bill includes ten proposals, as follows:
