Ⅰ. Introduction
1. Background and purpose of the study
o Waste reduction/reuse behavior as sustainable consumption
ㅇ Controlling waste generation requires sustainable practices in both production and consumption; specifically, sustainable consumption corresponds to the purchase and use of waste and reuse at the community level.
ㅇ The Sustainable Development Goals focus on promoting resource and energy efficiency, reducing environmental pollution, and ensuring sustainable consumption and production patterns by fostering cooperation among interested parties throughout the consumption and production system.

o Reinforcement of reduction and reuse behaviors in the circular economy
ㅇ The concept of circular economy subdivides and strengthens phases of 2Rs (Reduce/Reuse) among the existing 3Rs (Reduce, Reuse, Recycle).
ㅇ Waste reduction/reuse behavior can reduce greenhouse gas emissions and limit environmental impacts throughout the life cycle of a product by suppressing waste generation and avoiding the production of new products.
- The environmental benefits of reduction and reuse are greater than those of recycling, and policy priorities for waste reduction and reuse should be at the top of waste management policies.

o There is a need for support not only for the industry but also for the consumption sector
