Ⅰ. Background and Purpose of Research
oSince the recent announcement of the Green Deal by the European Union, many countries and cities around the world, including the United States, China, and Japan, have set carbon neutrality goals and are striving to implement them. Korea also declared carbon neutrality and established the legal basis.
ㅇThe U.S. Biden government announced a long-term strategy to achieve carbon neutrality by 2050, China declared carbon neutrality by 2060, and Japan also declared carbon neutrality by 2050.
ㅇ25 countries are now mentioning carbon neutrality in official documents, and 77 cities are discussing setting carbon neutrality targets.
ㅇIn Korea, carbon neutrality by 2050 was first declared in 2020, and the legal basis was established through the enactment of the Framework Act on Carbon Neutrality and Green Growth to Cope with Climate Crisis.

oAchieving carbon neutrality by 2050 is a very challenging task, so it is urgent to prepare an implementation strategy for countries, regions, and cities.
ㅇThe central government and local governments can establish effective strategies according to the time of carbon neutrality planning, implementation time, social and physical characteristics of a region, and carbon emission status, but the local governments are limited in their ability to comprehensively consider them.
