Development of the Korean Water Accounting Framework for Integrated Water Resource Management
Ⅰ. Introduction
o The water management system in Korea had been fully segmented according to the work of each government ministry. Each management system have been providing information on water-related process/asset independently but lacks the ability to contextualise information from the other system(s) in a meaningful way.

o Because water is critical to life and intimately linked with socio-economic development, a wide variety of measures are necessary to move away from sectoral development and the management of water resources to the adoption of an integrated overall approach to water management. A comprehensive conceptual framework is therefore necessary to guide the process of data integration and its transformation into policy relevant information.

o Water accounting is a method of organizing and presenting information in a coherent and consistent manner, relating to the physical volumes of water in the environment and economy as well as the economic aspects of water supply and use.

o The System of Environmental-Economic Accounting for Water (SEEA-Water) is satellite systems of the 2008 SNA, which is the statistical standard used for the compilation of economic statistics. The SEEA-Water provides a conceptual framework for organizing hydrological and economic information, enabling a consistent analysis of the contribution of water to the economy and of the impact of the economy on water resources.
