Establishing Institutional Basis for Efficient Use and Allocation of Groundwater
Ⅰ. Introduction
1. Necessity and purpose of research
o Necessity of research
ㅇGroundwater supply accounts for half of the global daily water consumption and has the potential to provide social, economic, and environmental benefits such as granting ‘water welfare’ to those who do not benefit from waterworks.
ㅇWith the theme of World Water Day 2022 pointing out groundwater issues such as depletion of available groundwater and water pollution, and with the emergence of the need for management that takes sustainability into account, the need for a groundwater allocation policy to share groundwater risks and opportunities has been emphasized.
ㅇ In South Korea, over the past 20 years, the planned intake of groundwater has increased rapidly, and the number of facilities for developing and using groundwater has steadily increased. Meanwhile, a large difference in usage by region has been observed, although it is not threatening from the view of the total quantity in the entire country. In addition, the stress on groundwater quantity is increasing, and groundwater depletion causes a shortage of water for agriculture and daily use in case of extreme drought. Therefore, the need for demand management has been raised to prevent such socioeconomic problems.
ㅇ The Ministry of Environment of Korea established a strategy to switch to a permission/reporting system for the development and utilization of groundwater, as part of the “water utilization” section of the First National Water Management Plan (NWMP) 2021-2030. However, the general perception of groundwater as a private property pers
