Ⅰ. Introduction
1. Research background and objectives
o Background of the research
ㅇResidents of water supply management areas, including water supply protection zones, are at a disadvantage due to various restrictions on activities and the installation of facilities. Resident support projects for compensation are specified in the Water Supply and Waterworks Installation Act, Act on Water Management and Residents Support in the Four Major River Basins, and Act on Construction of Dams and Assistance to Their Environs.
ㅇDue to inconsistency of legislation in terms of the operational form and the the lack of coherence in the laws, the number of civil complaints from residents is increasing, and conflicts are occurring between the project target regions and between beneficiaries and victims.
ㅇIt is time to improve the efficiency of projects, given problems including the overlapping of the target areas, scopes, and operations of the resident support project and the confusion in the establishment, execution, and implementation of project plans.
ㅇIt is required that the transparency, effectiveness, and equity of support projects be improved to avoid one-time, wasteful, small-scale support projects and to solve the problem of inequity in affected areas by protecting water quality of water sources or securing stable water.
