Policy Direction for Water Infrastructure Safety and Service Improvement
Ⅰ. Background and Aims of Research
ㅇ Social demands for facility safety and improvement of water service levels, such as deterioration of performance due to aging water infrastructure, ground subsidence due to insufficient management at appropriate time, and emergency water supply, are continuously being raised.
- Accidents continue to occur nationwide due to aging of water and sewage facilities and insufficient management.
o Large and small accidents such as red water crisis, larvae in water purification plants, water supply accidents that occur every year, water supply road damage caused by broken old pipes, and building flooding continue to occur.
- As a result, the financial burden of maintaining and re-constructing facilities to maintain water services is expected to increase rapidly, but there are institutional limitations in raising fares and implementing provisions for performance improvement to ease the financial burden.
ㅇ This study reviews policy limitations for the safety and maintenance of water infrastructure and proposes legal and institutional improvement measures for continuous water service provision.

Ⅱ. Analysis of Water Infrastructure Safety and Service Status
1. Status of aging and safety
ㅇ As the percentage of old infrastructure that has been in operation for more than 30 years increased from 36.8% in 2020 to 66.2% in 2035, problems such as safety accidents and service degradation due to aging are expected to occur in the future.
