Building and Assessing Adaptive Capacity to Climate Change for the National Risk Management: Economic Analysis of the Extreme Climate Risks
Ⅰ. Introduction
1. Study background
o Risks of climate change have become increasingly important globally
ㅇ WEF (2021) selected failure to respond to climate change as the most impactful risk
ㅇ According to Mckinsey & Company (2020), economic impact due to extreme weather is being observed in many regions and such phenomena are expected to increase by more than double in the future.

2. Necessity and distinction of the study
o Previous studies have investigated climate and socioeconomic scenarios, economic impact of climate change, economic evaluation of adaptation policy, and integrated vulnerability assessment
ㅇ Climate and socioeconomic scenarios have been developed but cases applied to the policy evaluation are lacking
ㅇ Consideration of extreme climate phenomena is not sufficient when assessing economic impact due to climate change
ㅇ Quantitative evaluation of the economic feasibility of adaptation policy is relatively insufficient
o The present study analyzes the effectiveness of measures that can be quantified by applying bottom-up and top-down methodologies in each sector
ㅇ Effectiveness and adaptation capability based on the extreme future scenarios by applying economic impact evaluation methodology and its results will be analyzed in the third year (2022)
ㅇ The effectiveness analysis results of adaptation policies for multiple climate and socioeconomic scenarios can be an important basis for the establishment of adaptation and climate policies
