A framework and strategy for the integrated water cycle management
1. Introduction
o The water sector in the republic of korea is facing major challenges over the coming decades, resulting in a review of policy on water and the way it is managed at all levels.
o This study explores the main pressures-environmental declines, social and economic changes, and new policy (carbon neutrality, green new deal, etc) -, which leads to transform the traditional water management into a more holistic or multidisciplinary approach to meet these challenges more efficiently and effectively.
o This transformation requires new frameworks for planning, evaluating, decision-making, design, technology and financing. However, there are lack of knowledge on the new approach, concept, solutions, available technological and institutional measures, and governance.

2. Aim of This Study
o This study aims to provide guidance on how to achieve sustainable water cycle management in the Republic of Korea, by developing the framework and strategies for the Integrated Water Cycle Management(IWCM).
o The IWCM is a relatively new approach, a whole-of-system, and multidisciplinary approach that aims to deliver the community’s needs and aspiration for water in a way that optimize social and environmental benefits and minimize the costs, by considering all elements of the water cycle.

3. Key Impediments in the Water Cycle Management
o This study outlines the policy, technology, governance and finance contexts and the process involved in the integrated water cycle management focusing on why it is required and what approaches are needed for its successful planning
