A study on the establishment of emergency management measures for high concentration particulate matter in local government
Ⅰ. Background and Aims of Research
1. Research background
o High-PM concentration cases continue to occur despite overall air quality improvements.
ㅇ Increased number of cases exceeding the standard value due to strengthened air quality and forecast standards (March 2018)
ㅇ Increasing frequency of occurrence of high-concentration cases in which long-term, high-concentration PM that exceeds a standard value lasts more than 3 days across the Korean Peninsula

o Emergency response measures were introduced in accordance with the implementation of the Special Act on the Reduction and Management of Fine Dust(“Fine Dust Act”), but the preparation was insufficient.
ㅇ In August 2018, the “Fine Dust Act” was enacted to provide a legal basis for emergency reduction measures in response to high-concentrations of fine dust.
ㅇ With the implementation of the “Fine Dust Act” in February 2019, emergency reduction measures were expanded nationwide, but preparations were insufficient.
ㅇ It is necessary to review domestic and foreign management measures and related laws, investigate the preparedness of local governments regarding the implementation of emergency management measures, and identify the demand for support and seek ways to improve the measures.

2. Aims and scope of research
o Supporting the establishment of emergency management measures for local governments by presenting efficient implementation and improvement measures for high-PM emergency management in consideration of the characteristics and status of local governments
