Classification and Institutionalization for Carbon-Neutral City Infrastructure
Ⅰ. Introduction
o Establishment of Legal Basis for Implementation of Carbon-Neutral Cities and Its Reflection in Policies and Plans
ㅇ The “Framework Act On Carbon Neutrality and Green Growth for Coping with Climate Crisis” was enacted and implemented in March 2022. In accordance with this law, the top-level national plan on carbon neutrality, the “First National Carbon Neutrality and Green Growth Basic Plan (2023~2042),” and the “National Carbon Neutrality Green Growth Strategy” were formulated jointly by relevant ministries.
ㅇ Within the framework of these laws and plans, the key focus is on the designation of carbon-neutral cities and the systematic expansion of carbon-neutral cities nationwide, with the goal of creating 10 cities by 2030.

o In the context of urban development, the role of infrastructure is crucial. However, the current legal framework lacks sufficient reflection of the concept of “carbon-neutral cities” under the category of “infrastructure.”
ㅇ This deficiency poses challenges as advanced technological applications for carbon neutrality and the installation and maintenance of facilities are complex. Additionally, there is an issue of varying scope of application across different ministries and situations.

o It is evident that there is a need for the introduction of a concept that encompasses infrastructure and systems addressing the advanced technological requirements for carbon neutrality in urban development. This becomes particularly crucial at a time when achieving carbon-neutral cities requires new and comprehensive applications of technology.
