A Policy Dialogue on the Coordinated Action
Responding to the Climate Change Summit Decisions for Developing Countries in
Asia and Pacific jointly organized by the Korea Transport Institute (KOTI), Korea
Environment Institute (KEI), Korea Water Resources Corporation
(K-water) and Asian Development Bank Institute (ADBI) was
held in Lotte Hotel, Seoul, Korea from February 17-18, 2016.
In his welcoming
address, President Kwang Kook Park of the KEI highlighted the importance of
global and regional cooperation for sustainable development and climate change
adaptation.
KEI’s
chief research fellow Young-Il Song delivered a presentation on Climate Change
Adaptation Efforts and Future Plan in Korea by focusing on the projects
currently being implemented in KEI’s Korea Adaptation Center for Climate Change
(KACCC). KACCC has formulated the 1st and 2nd national
climate change adaptation plans, is developing VESTAP designed to assess
vulnerability and provided training on climate change adaptation to developing
countries.
Dr.
Hyung-Ju Kim of Green Technology Center shared the efforts and experiences of
GTC to promote green technology cooperation at a global level, including eco
energy town project in South Korea, green education building project in
Mongolia, green transportation project in Bhutan and waste-to-energy project in
the Dominican Republic.
Professor
Suh-Yong Chung of Korea University explained the global trend of introducing
INDC based reduction system and reinforced transparency, global review of
progress and the importance of internationally traded reduction units.
Director
Myung Kyoon Lee of GGGI stressed the importance of green investment and
comprehensive management of processes encompassing impact assessment, policy
and investment analysis and policy design and implementation. He introduced
GGGI’s global projects such as the eco-town project in the Philippines and the launch
of Greenhouse Gas Reduction Roadmap in Thailand.
In ADBI’s
session, roles of businesses and green technology for climate change adaptation
were highlighted. A flexible and sustainable energy paradigm for climate
disaster management in Asia was also proposed.
KOTI
presented cases of having evaluated the sustainability of Korea’s
transportation sector. The effects of policies aimed at reducing greenhouse gas
in transportation and especially the effectiveness of detail policies
encouraging behavior change were explained.
