Korea implemented the Framework Act on Carbon Neutrality and Green Growth in 2022 to achieve carbon neutrality by 2050. However, the current top-down policy and its implementation process has limitations in realizing the goal of carbon neutrality. As local governments are the key actors in the implementation of carbon neutrality policies, it is ideal to combine top-down and bottom-up approaches in policy implementation process.

This study suggests a carbon neutrality implementation strategy system to derive implementation strategies that can be used by the central government and local governments. It also proposes a strategy for establishing a carbon neutrality-based governance structure, a strategy for monitoring and feedback to achieve carbon neutrality, and a regional carbon neutrality implementation strategy.
