Improving Policies for Urban Inundation Management to Cope with the Climate Crisis

The effects of climate change are manifested in many ways, and recurrent flooding and inundation of urban areas with dense populations and infrastructure is a serious threat. Under the new climate change scenarios, the risk of urban flooding will increase eacy year due to more intense and frequent rainfall, which can lead to injuries, drowning and the spread of waterborne diseases while water quality will be affected as pollutants deposited on land are washed into water bodies. However, the more frequent occurrence of small and heavy rainfall events causing urban flooding raises questions about the effectiveness of existing flood prevention policies. 

This study aims to identify and propose policy improvements to reduce the damage caused by urban flooding. Case studies from many other countries have been carried out to gain a more general understanding of the management of heavy rainfall and flash floods, but there are still gaps in the understanding and prediction of heavy rainfall. The study analyses existing measures that have been implemented in Korea and categorises them into structural and non-structural measures, identifies the limitations of management policies, and recommends policy improvements for urban flooding management.
