Research on a Circular Economy Roadmap by Securing the Interministerial Policy Linkages- Focusing on the Case of Electric Vehicle Batteries

Under the linear economic structure, the consumption of natural resources increased eightfold over the last century, causing various environmental issues such as massive waste accumulation, climate change, unstable supply and demand, and biodiversity loss. Particularly, 50 percent of global greenhouse gas emissions, 90 percent of biodiversity loss and water stress are caused by collecting and processing resources. Against this backdrop, a circular economy can be a new opportunity for us to create jobs, promote economic growth, and reduce resource consumption and greenhouse gas emissions. To transition to a circular economy, it is necessary to comprehensively review environmental, economic, and social aspects and implement policy in connection with multilateral support policies accompanied by market momentum.
This study reviews the policy measures related to the circular economy from each ministry and agency and presents a multi-ministerial policy roadmap focusing on used batteries for electric vehicles. We expect that the result of this study will be applied to other resource-intensive goods and be utilized for designing circular economy policies.
