1. The Purpose of the Study
Since there is no systematic preparation and evaluation technique for the strategic environmental impact assessment (Henceforth SEIA) for policy plans, most of such reports are being prepared arbitrarily and formally. Therefore, the effectiveness and consistency of the review are not secured, and the effectiveness of the system is being reduced. In this study, 1) the planning goals and implementation strategies of various environmental plans are reflected in the policy plan through the SEIA; 2) an evaluation system that can be linked to each stage of the SEIA is established; 3) a method for writing and evaluating the evaluation field is presented.
2. Current Status and Issues of Strategic Environmental Impact Assessment Report for the Policy Plan
2.1 Study Overview
The status of preparation was analyzed based on the Industrial Area Master Plan, Waterside Area Management Master Plan, and Resource Circulation Implementation Plan registered in the Environmental Impact Assessment Information Support System (EIASS) since 2013. The survey method was to first review whether the evaluation items were written according to the Environmental Impact Assessment writing regulations, and to conduct a survey to evaluate the appropriateness of the writing content for each evaluation item.
