Establishment of Urban Inundation Forecasting/Warning System Following the Enactment of the Urban Inundation Prevention Act
Ⅰ. Necessity and Purpose of Research
1. Research background
o With the enactment of the Urban Inundation Prevention Act, implementing urban inundation forecasts has become necessary. However, there is currently no plan in place to implement these forecasts.
ㅇ There is a need to establish standards, spatial and temporal scopes, procedures and systems for urban inundation forecasting.

2. Purpose and scope of research
o The purpose of this study is to develop an urban inundation forecast plan to prevent human and material damage caused by urban inundation. The scope of the research is as follows:
ㅇ Proposal of the spatial and temporal scope for urban inundation forecast
ㅇ Proposal of quantitative standards for urban inundation forecasting
ㅇ Proposal of the urban inundation forecast system and procedures

Ⅱ. Case Study on the Forecasting and Warning of Urban Flooding
1. Overseas cases
o The National Weather Service oversees national flood forecasting in the United States, with the River Forecasting Centers responsible for river floods and the Weather Forecast Offices handling flash floods.
ㅇ Flood forecasts are classified into Watch, Advisory, and Warning based on the probability, severity, and urgency of flooding.
ㅇ Forecasts include impacts and instructions related to flooding, along with updates on the current situation and outlook, and spatial and temporal information.

o Japan’s flood forecasting system provides risk information at the administrative level, using the Surface Rainfall Index based on forecasted rainfall data.
