Developing a Policy Direction of Sustainable Quality of Sources Water in Korea: Source Water Protection Zone and Water Intake
Ⅰ. Introduction: Background and Objectives
o Background
ㅇThe reason why decision-makers in water management policies should focus on sustainable water resource conservation policies is because securing an ample supply of clean water, which is not lacking for citizens and nature, is the cornerstone of regional balanced development and natural environmental management.
ㅇThere are three major issues facing the sustainability of water resource policies: What impact do economic and social conditions such as low growth, population decline, and regional extinction have on water demand and supply, including water use?, How to deal with the increased uncertainty in implementing and planning water resource policies due to climate crises, which may render existing policy achievements and indicators (such as water supply rates) ineffective? Does the current system effectively address these issues, and is there a lack of exploration of new systems to prepare for future changes?
ㅇThis study aims to explore policy directions for three issues in water resource conservation policies by examining the past and present status and problems of “water resources,” “water protection areas,” “water intake facilities,” and “water resource regulations.”
ㅇ According to Article 3 of the Water Supply Act, the legal definition of ‘Source water’ is “rivers, lakes, groundwater, and seawater in areas where water intake facilities are installed for drinking, industrial use, etc.”
