Ⅰ. Background and Aims of Research
o Necessity of research
ㅇThe Ministry of Environment, the Ministry of Oceans and Fisheries, the Korea Forest Service, and the Cultural Heritage Administration have each been operating protected species systems, but problems such as overlapping designations and management and uneven regulations between these systems remain resolved.
ㅇWith the recent enactment of the Act on Preservation and Utilization of Natural Heritage (hereafter referred to as “the Natural Heritage Act“), conflicts among ministries are becoming increasingly severe, with rapid institutional changes and impacts on the natural environment legislation expected.
ㅇ Therefore, it is necessary to prepare a well-reasoned protection law that comprehensively considers the differences between the natural heritage law and the natural environment law, the legal status of natural objects, institutional jurisdiction, and problems in system operation.
o Purpose of study
ㅇConduct a comprehensive survey of protected species and natural heritage systems, compare and review them, and prepare equitable system improvement measures based on this.
ㅇ Form a consensus on improving the system by raising awareness among stakeholders regarding the protected species and natural heritage system.
