Ⅰ. Necessity and Purpose of Research
o Research needs
ㅇ Since 2000, many regions, including California, Australia, Chile, and Europe, have suffered significant damage due to megadroughts that last for long periods of time.
ㅇ If a drought occurs and continues for a long period of time, it is important to prepare measures not only for water supply but also for water demand.
ㅇ If the condition of river water interferes with its proper management due to a prolonged drought, there is a basis for taking necessary measures, such as restricting its use by users or adjusting the permitted water volume, but there are limitations in their proper implementation.
o Research objectives
ㅇ Derive the definition of a domestic megadrought by analyzing the characteristics of its occurrence and set response steps
ㅇ Develop a plan to improve the river water use management and river water distribution consultation and coordination system to respond to megadroughts, and draft revisions to the River Act for this purpose

o Definition and examples of overseas megadroughts
ㅇ Megadroughts generally refer to a large-scale drought in which dry conditions persist for a long period of time (ten to 30 years).
ㅇ In the 21st century, megadroughts lasting six to ten years occurred in Australia, California, Chile, and others, and the drought in Australia was analyzed as the worst drought in about 400 years.
