Ⅰ. Study Background and Purpose
o Adoption of the Kunming-Montreal Global Biodiversity Framework (GBF) (Dec 2022) has led to increased attention and issues on enhancing global biodiversity and recovering nature
ㅇ Target 1. Ensure integrated and biodiversity inclusive spatial planning (100%); Target 2. Ensure at least 30% of degraded ecosystems are under effective restoration; Target 3. Set up specific goals, including at least 30% of terrestrial and inland water areas and marine and coastal areas are effectively conserved and managed through systems of protected areas.
o Among the current government’s 120 national tasks, “87. Create a water environment and natural ecosystem resilient to the climate crisis” promotes biodiversity conservation by establishing a sustainable ecosystem
ㅇ Expand support for conservation activities in good areas of biodiversity (e.g., ecosystem service payment system) and promote the expansion of ecological green spaces in daily life by ecologically restoring idle and damaged areas.
o While the ecological network is an important concept in terms of enhancing ecosystem conservation and promoting biodiversity, it is becoming necessary to diagnose and improve related policies as there are mixed understanding and interest among different ministries in establishing the hierarchy and spatial scope
