A study on the improvement of environmental impact assessment consulting function : with a focus on EIA re-consultation/revision
Ⅰ. Aims and Purposes of the Research
1. Background
o Research necessity
ㅇ It is not uncommon that frequent revisions of the project plan or the revision of the project plan upon completion of the environmental impact assessment (EIA) process take place. Since the EIA process involves various types of stakeholder and requires human and monetary resources, such practices undermine functions of the EIA consultation.
ㅇ In oder to address the problem mentioned above, improvement measures from the institutional and operational perspectives should be developed. It is also necessary to provide a review guideline for such revisions of the project plan.

2. Research background
o Purpose of research
ㅇ This research focuses on developmental projects of the industrial complex, urban development, and tourism development. This research analyzes problems associated with the current practices of EIA for revision (henceforth referred to as EIA for revision) by examining domestic and foreign cases. This research also attempts to quantify environmental impacts from EIA for revision. Finally, based on the analyses, we would like to propose how to improve EIA for revision.

Ⅱ. Current Status of EIA for Revision
1. Industrial complex
o Current status
ㅇ During the research period, there were 251 cases (average 1.3 cases) of EIA for revision in terms of the industrial complex development plan. There were 126 cases of EIA consultation, which is 66% of all EIA cases from 2008 to 2012. There were 193 cases of EIA for revision which is 77% of EIA cases for revision of all project plans.
