This study is based on the national agenda for the transition to a low-carbon society. The study specified, inter alia, the electricity market and social innovation as the core agenda items, and proposed an integrated implementation model as the implementation measure for the transition to a low-carbon society.
This study was conducted when Korea's 2050 Low Emission Development Strategy (LEDS) was being developed. Thus, the study was carried out in connection with the discussions on this strategy and focused on implementation measures to achieve its goals. In addition, as a research project conducted in an unprecedented crisis due to the COVID-19, the study aimed to identify the relation between a national crisis such as the COVID-19 pandemic and the transition to a low-carbon society and to seek implementation measures in terms of post COVID-19 response.
Transition is a change in the structural characteristics of society that occurs through interactions between the elements of a social system. It is a process of establishing the resilience of a new social system, and the transition to a low-carbon society is in line with human civilization’s revaluation of values. In other words, the transition to a low-carbon society represents a paradigm shift centering on diversity and inclusive values, which seeks national sustainable development.
