Environmental Assessment and Environment-friendly Development of Renewable EnergyⅠ- Photovoltaic and Wind Energy -
The purpose of this study is to spread photovoltaic and wind energy plant more efficiently hereafter, through analyzing the location problem and environmental and social problems which are caused from their construction and operation and then through finding their solutions.
To analyze the environmental and social effect according to photovoltaic and wind energy plant, the important causes of conflict are understood through literature survey of examples of conflict in foreign countries. Also, the characteristics of the examples of conflict and important causes of conflict in Korea are understood through literature survey, field study and the consultation of specialists, proponents and NGOs. Moreover, the problems caused by their location are examined and compared with positive environmental factors having from the plants, and then are checked the possibilities about the upcoming effect.
To find solution for environmental and social problems, the applicable plans to Korea are groped by analyzing common characteristics obtained from successful examples of advanced countries. Also, for the problems caused from examples of Korea, policy and institutional improving plans are considered through consultation of specialists and reflection of opinions of NGOs and the interested parties. Moreover, the alternative locations in the priority order are analyzed and the accompanying spreading amount are checked on behalf of a mountainous district which are caused environmental negative effect.
In addition to above studies, in order to manage the spreading plan of photovoltaic and wind energy plant considering environment-friendly and efficient land use, the study of interconnecting wind resource map with ECVAM(Environment Conservation Value Assessment Map) is performed. In this study, the wind resource map of KIER and ECVAM of MOE are used, and the wind farms which are operating and are planed for construction are selected as examples. The prior environmental review statement and the environmental impact statement are used to understand the present status of each location, and the field survey and advice of specialists are performed to understand the environmental and social effect on the locations.
