Advancing Methane Measurement·Monitoring·Reporting·Verification (MMRV) for Effective Methane Mitigation
Ⅰ. Background and Aims of Research
1. Necessity and purpose of the research
oSince the signing of the Global Methane Pledge in 2021, enhancing methane emissions estimation has been identified as a major task.
ㅇ Methane has a shorter atmospheric lifetime compared to CO2, and its greenhouse gas effect is 83 times stronger than that of CO2 over a 25-year period. Therefore, reducing methane is considered effective for achieving the 1.5°C climate target. Additionally, reducing fugitive methane emissions in the energy sector is more cost-effective than reductions in the agriculture and waste sectors.
ㅇ Methane is known to have significantly higher uncertainty compared to carbon dioxide. As a result, Measurement, Monitoring, Reporting, and Verification (MMRV) processes are being discussed for methane.
ㅇIn November 2023, the Carbon Neutrality Commission adopted the Methane Reduction Roadmap as a cooperation strategy for the Conference of the Parties(COP) 28 multilateral initiative. Strengthening the monitoring of fugitive emissions in the energy sector and enhancing MMRV related to methane emissions were set as major tasks.

2. Scope of research
o This study analyzes the current status of methane emission inventories, emission certification and measurement, and integrated verification systems in South Korea, and this study proposes relevant policy measures.
