Ⅰ. Introduction
1. Research Background
o Global plastic usage is expected to triple by 2060, necessitating strong global and regional actions (OECD, 2022).
ㅇ Under current measures, the proportion of recycled plastic in total plastic consumption is projected to be 12% by 2060. However, if efforts at regional and national levels are added, this can increase to 29%, and up to 41% with international efforts.
o As marine plastic litter began to rise as a global issue, multiple resolutions have been adopted at the United Nations Environment Assembly (UNEA).
ㅇThere is a need for a legally binding instrument that covers the full lifecycle of plastics beyond marine plastic litter.
o In response to the plastic pollution issue, 175 UN member states at the Fifth Session of the UNEA (UNEA-5) agreed to establish the first legally binding international agreement containing measures that address the full life cycle of plastics by the end of 2024.
ㅇ UNEA plans to finalize the text of the international agreement (also known as the Global Plastics Treaty) by the end of 2024 through five Intergovernmental Negotiating Committee (INC) sessions, starting with INC-1 which was held in November 2022.
