The “Joint Directive on Integrated Management of National Land Plans and Environmental Plans” was enacted and implemented in 2018 to integrate and manage national and local governments' land and environmental plans, ensuring harmony between sustainable development and environmental conservation and establishing an institutional framework for integrated management. However, previous studies have pointed out the difficulty in concluding whether local governments' urban and environmental plans have been effectively integrated and linked. This study aims to assess the current status of the integrated management system of urban and environmental plans at the local government level and to propose improvements to this policy. To this end, 35 basic and metropolitan local governments across the country were selected, and land (regional comprehensive plans and urban master plans) and environmental plans were reviewed. Surveys were conducted with officials responsible for plan development, and in-depth interviews were carried out with planners from four exemplary local governments. The results show that integrated management throughout the process of establishing and implementing urban and environmental plans at the local government level remains insufficient, highlighting the urgent need for institutional improvements to enhance enforcement.
