This study attempted to present the domestic direction of the HIA scope and target through the analysis of the main state parties’ HIA guidelines. The following conclusions were reached using qualitative content analysis and comparative analysis methods for six HIA guidelines from five state parties. The HIA content scope in the six guidelines was quite similar, but in the case of the HIA spatial scope, some guidelines did not limit the scope through exceptional provisions. Accordingly, the HIA content and spatial scopes in Korea should be prepared based on the 2022 HIA guidelines but also refer to the contents presented by all major parties. The HIA project/scale target and the timing of setting the target were dependent on the country’s socio-cultural environment, but the HIA target was selected through consultation with decision-makers in all guidelines. When establishing the HIA target in Korea, the target of the current major impact assessment should be considered together to minimize any confusion and conflict caused by the implementation of the system.
