지자체별 여건과 수요에 맞는 다양한 유형의 스마트 그린도시 모델 구축을 위해 스마트 그린도시 사업이 시작되었다. 본 연구는 스마트 그린도시 사업을 대상으로 중요도-성취도 분석(IPA) 기법을 적용하여 정책진단평가를 수행함으로서 향후 사업의 개선방향 및 정책점 시사점을 제시하는데 목적이 있다. 이를 위해 스마트 그린도시 분야 전문가들을 대상으로 구조화된 설문지를 활용하여 설문조사를 수행하였다. 분석결과 스마트 그린도시 사업의 정책시행과정에서 정책목표 강화, 협력 거버넌스 강화, 사업기간의 확대 등의 개선필요 사항이 도출되었다. 본 연구에서는 이와 같은 개선 필요를 반영하기 위해 사업계획서 양식, 사업공모 및 선정과정, 사업시행체계, 사업평가 기준, 예산지침 등에 대한 개선 방안들을 제시하였다. 본 연구의 결과는 이론적 검토 및 실증분석결과를 근거로 향후 스마트 그린도시 사업 정책의 지속적 발전방향을 제시한다는 점에서 이론적, 방법론적, 정책적 의의를 가진다.

The smart green city project was launched to build various smart green city models to meet local government conditions and demands. This study aimed to present the improvement direction and policy point implications of future projects by conducting policy evaluations and applying importance-performance analysis (IPA) techniques to smart green city pilot projects. Experts in smart green cities were surveyed using a structured questionnaire as a sample group. The analysis results showed that improvements such as strengthening policy objectives, strengthening cooperative governance, and expanding the business period were derived during the policy implementation process of smart green city projects. To reflect these improvement needs, the study proposed improvements to the business plan form, business competition and selection process, business execution system, business evaluation standards, and budget guidelines. The results of this study have theoretical and methodological significance, providing a continuous development direction for smart green city business policies in the future based on theoretical reviews
and empirical analysis results.
