As the public health problems caused by climate change, fine dust, and COVID-19 (in a dirty environment) have recently become serious social problems, there has been much discussion about the implementation of environmental justice for environmentally disadvantaged people such as children, the elderly, women, and the disabled. In order to empirically analyze the implementation process of environmental justice, our study examined the case of Gimpo City Geomuldaeli using the Advocacy Coalition Framework. This case was significant in that it was the first case of environmental justice in which the government paid in advance for environmental pollution relief benefits to victims of environmental pollution by interpreting the causes of environmental pollution and their relationship to damages more broadly. In particular, the Ministry of Environment and Gimpo City have resolved the conflict between the Support Advocacy Association (the local residents' representative committee, environmental civic groups, the media, etc.) and the Opposition Advocacy Association (companies in the region) over the policy of pre-payment of relief benefits for environmental pollution. Our study is meaningful in that it presents policy recommendations for effective environmental justice through theoretical discussion and case analysis.
