환경정책 천연가스 열병합발전의 2차 생성 PM2.5 저감효과 추정

최근 미세먼지는 한국에서 가장 중요한 환경문제로 부각되고 있다. 미세먼지 중에서 직경이 2.5 ㎛ 미만인 PM2.5는 인체 유해성이 크기에 이를 줄이는 데 정책의 초점이 맞춰지고 있다. 특히 발전 및 난방부문에서는 1차 배출 PM2.5보다 2차 생성 PM2.5가 더 많은 것으로 알려져 있다. 이에 본 논문에서는 천연가스 열병합발전소(800 MW급)가 2차 생성 PM2.5를 얼마나 저감할 수 있는지를 따져 보고자 한다. 열을 생산하는 대체설비를 주택용 개별 보일러로, 전기를 생산하는 대체설비를 한국전력공사의 화력발전원 믹스로 설정하였다. 해당 열병합발전소는 2018년 한 해 동안 2차 생성 PM2.5를 565톤만큼 저감시킨 것으로 분석되었다. 이것은 천연가스 열병합발전소가 개별 보일러와 달리 배출저감시설을 갖추고 있을 뿐만 아니라 열과 전기를 동시에 생산하여 효율적이기에 에너지 사용량을 획기적으로 절감시켜 대기오염물질의 배출 자체를 줄일 수 있기 때문이다. 이러한 2차 생성 PM2.5 저감효과를 화폐단위로 평가하면 연간 37,498백만원이다. 이러한 분석결과는 천연가스 열병합발전을 확대하고자 하는 에너지전환 정책에 부합하며 PM2.5 배출을 절감하는 한 가지 수단으로서 천연가스 열병합발전이 유용할 수 있음을 시사한다.

Particulate matter has recently emerged as the most important environmental issue in Korea. In this regard, government policy has focused on reducing the emissions of PM2.5, i.e., particulate matter less than 2.5 ㎛ in diameter, owing to the significant hazard it poses to human health. In particular, secondary PM2.5 formations are considered more harmful than primary PM2.5 emissions in the power generation and heating sectors. Therefore, this study seeks to examine the extent to which a natural-gas-based (NG-based) combined heat and power (CHP) or co-generation plant, which produces heat and electricity simultaneously, can reduce secondary PM2.5 formation. We focused on an alternative facility that produces heat in individual boilers for housing and an alternative facility of the Korea Electric Power Corporation that produces electricity as a fossil fuel-based power mix. The results show that the NG-based CHP plant reduced secondary PM2.5 formation by 565 tons in 2018. This is because the NGobased CHP plant was equipped with emission-reduction facilities, unlike individual boilers, and its high energy efficiency led to reduced emissions of air pollutants. As of 2018, secondary PM2.5 formation amounts to 34,901 million won per year. These results are in line with the government’s policy of expanding NG-based CHP plants and imply that they can be useful as a means of reducing PM2.5.
