Hee Sagong, Yong Joon Joo, Who Seung Lee, Sang Yun Lee, Kong Jang Cho, Yoo Jin Kang It has been 40 years since the Environmental Impact Assessment (EIA) was implemented to minimize environmental impacts from proposed projects. In the early era of EIA, the Prior Environmental Review System(PERS), currently known as the Strategic Environmental Impact Assessment (SEIA), was implemented to avoid unpredicted shortcomings from applying the EIA. This study conducted a performance analysis of SEIA over 10 years. In addition, we surveyed stakeholders with respect to their perspectives on the SEIA system and recommended plans for improvement. ◆ We conducted analyses of the current situation with respect to implementation of the SEIA system in four different areas such as adjustment of assessment period, setting and evaluation of alternatives, EIA committee, and public participation In terms of adjustment of assessment period, we conducted analyses of the current situation with respect to changes in the assessment period, review opinions, and types of assessment-related tasks in order of effectiveness for the SEIA which was designed to assess environmental impacts earlier (planning phase) rather than later (project phase). Based on project information registered in the Environmental Impact Assessment Support System from 1993 to 2017, we carried out quantitative performance analyses of the assessment period and environmental conservation for projects which can be traced back to the SEIA.
